I appreciate your fears about this. Driver behaviour and its management certainly look complicated as they are discussed by academics. But this is an impression given by the lack of clarity in their expression of the ideas. Many academics seem to find it impossible to write and speak in plain English. The ideas themselves are actually quite simple.

Commercial suppliers may want to give the impression that life will be simple if you use their products or services and have access to their “secret” proprietory knowledge, and complicated if you try to do things yourself. Actually, there are plenty of simple steps that you can implement without outside assistance.

If a programme of driver behaviour management is well thought out, contains only properly-targeted and productive elements, and—perhaps most importantly—is clearly communicated, there should be no problem in making it work at all levels in the organisation.
